Preparations
City staff participate in training and tested exercises to assure we are ready to respond, manage, and mitigate multiple incidents. The City Emergency Operations Center provides a functional venue for staff to assemble and manage with clear command and control for these large local emergencies. The City adopted the National Incident Management System (NIMS), which incorporates the Incident Command System (ICS) to effectively operate and manage disasters affecting the City.

Morro Bay Multi-Hazard Emergency Response Plan
The City of Morro Bay Multi-Hazard Emergency Response Plan (PDF) prescribes the City’s policies and concepts for responding to any and all emergencies that could affect the health, safety, and property of the public within the City limits. The plan covers all emergencies and it is broken down into the following categories of major events:
  • Civil Disturbance – Terrorism
  • Earthquake
  • Hazardous Materials
  • Multi-Casualty
  • Nuclear Power Plant
  • Storm/Flood
  • Tsunami
  • Wildland – Major Fire
Local Hazard Mitigation Plan (LHMP)
The Local Hazard Mitigation Plan (PDF), approved by FEMA, provides guidance to the City for mitigating problems before they occur.
