The City received $750,000 in grant funding to update the 1996 Waterfront Master Plan (WMP). The WMP, which is part of the City’s Local Coastal Program (LCP), is a land use policy document, a conceptual development plan, and implementation document. The WMP sets a vision for future development, land use, circulation, and infrastructure for Morro Bay’s waterfront area. The estimated completion date for the WMP Update is November, 2026.

The current WMP includes background information and existing conditions, conceptual plans for each of the four planning areas, and a roadmap of future actions to achieve the WMP vision. The WMP also includes a design guidelines chapter, which contains both design guidelines and standards for waterfront development.

The City of Morro Bay formed a special purpose Waterfront Master Plan Advisory Committee (WMPAC) consisting of community members and local stakeholders to act in an advisory capacity and provide recommendations to the Planning Commission and City Council.  The WMPAC will provide recommendations on policy and design components on the Waterfront Master Plan. The WMPAC meeting monthly, usually help at 3:00PM on the first Thursday of every month at the Veteran's Memorial Building at 209 Surf St, Morro Bay, CA 93442.

Boundary approved by the Waterfront Master Plan Advisory Committee at its meeting on October 2nd, 2025.

As part of the Waterfront Master Plan Update, a Background Report was compiled to go over existing conditions on the Waterfront and review the progress of the 1996 Waterfront Master Plan. The WMPAC reviewed and provided comments on the draft Background Report at their February 2026 Meeting.

The public's involvement with the WMP Update is of the utmost importance. With that in mind a Public Engagement Plan was created to outline the opportunities for Public Engagement.

As outlined in the Public Engagement Plan, part of the initial public outreach was stakeholder focus groups. City staff reached out to 25 different stakeholders to create 4 stakeholder groups of 6-7 people. Each stakeholder group answered questions tailored to their group's focus.

On November 18, 2025, the City held its first public workshop for the Waterfront Master Plan to review the 1996 Waterfront Master Plan initiatives, received feedback on the stakeholder input the City has received so far, and started visioning for the Waterfront Master Plan Update.

Workshop 2 Flyer

On February 25, 2026, the City held its second Public Workshop for the Waterfront Master Plan update. This workshop focused on building consensus on the draft vision statement for the WMP, review the Background Report, Market Scan, and Transportation report, as well as provided the opportunity to provide input on what we've heard so far.
